Four important rulings
**Four Rulings:** **1. Ownership by Revival:** Whoever revives any dead land owns it - per the general hadiths including: "Whoever revives dead land, it is his." **2. Protected Surroundings (Harim):** The surroundings of cultivated land are not owned by revival - because the owner of the cultivated land is entitled to its facilities. *Harim:* what is around something of its rights and facilities, called so because it is forbidden for non-owners to exclusively benefit from it. **3. Land Grants:** The Muslim leader (Imam) may grant dead land to whoever will revive it. - **Hadith of Wa'il ibn Hujr:** The Prophet ﷺ granted him land in Hadramaut [Tirmidhi - hasan sahih] **4. Protected Reserves (Hima):** The Imam may protect grass in dead land for charity camels and mujahideen horses - if needed and without hardship on Muslims. Only the Muslim leader may do this, for public benefit. - **Hadith:** "There is no protected reserve except for Allah and His Messenger" [Bukhari] - meaning making it forbidden, not to be approached.
