No fixed limit
The Legislator did not prescribe a fixed limit for ta'zir punishment. Rather, it is left to the **ruler's discretion** (ijtihad) to determine what is appropriate for the offense. Some scholars hold that ta'zir may even reach **execution** if the public interest requires it - such as: - Killing a Muslim spy - One who causes division among Muslims - Others whose harm cannot be prevented except by execution
